Grisoft Driver Download Pc

Hey, I've been having some very strange problems from my connection lately. When I try to download files from the internet, whether it be internet videos such as from youtube (flash/quicktime etc.) drivers files, freeware programs, or most anything other than simple text documents, my downloads are always corrupted when i try to open them (internet based videos freeze up and refuse to play.)
I thought maybe it was some malware from bittorrent or dc++ (both of which i used until now) so i disconnected my storage drives and cleaned my my OS drive completely, started from scratch with a full, clean install. Installed XP+SP2, installed all drivers and essential programs, software and the like, minus -all- P2P software and storage drives which may have been infected. Basically, I quarentined all storage drives and re-made the OS boot drive so there was no chance of a virus, spyware, or anything else malicious being on it. Worked great for about two weeks, now i'm experiencing the same problem.
Also, I did notice that my download speeds on P2P were steadily dropping before I initially tried to fix the download issue (they wouls start at over 100KB/s then steadily drop to 1-5 KB/s, such as you would experience if a packet-shaper were limiting p2p.) I run on Roadrunner cable so i should get really good d/l speeds no matter what i do. I could really care less if i get p2p working again, didn't really use it much anyways. Also, my upload speeds are almost exactly what RR.com quotes as their average upload line speed, at 512KB/s, it's only my d/l spped on p2p that slows. When i d/l files from the internet, such as download.com or even company websites like nvidia for drivers, they d/l at a good speed, but are always corrupt. This even affects auto windows updates. They won't run and install because anytime the auto update downloads the updates, they can't run them because of corruption.
One last thing... I can someitmes download smaller files, say, below 500 MB if a reboot my comp. and d/l really fast after. but if my comp is on for anylonger than an hour or so, it won't d/l for anything. I've been going bald lately from tearing my own hair out. please help... *snifle*
